Planned electrical outage Sept. 2 in town

The town of Basin is planning an electrical outage on Sept. 2. Town electrical supervisor Bill Dahlke explained to the council at the town’s council meeting on Aug. 14. 

“We’ll be taking an outage from 7 a.m. to approximately 11 a.m. on September 2. It will be a town wide outage. Some people may not be affected as long. Some may be affected right at the four hours. We will have it done in four hours for sure.” 

The old substation on the south end of town will be taken out of service. Everything will be transferred to the newer substation on the north end of Basin. 

Dahlke also provided a list of other projects the department has been working on including replacing some poles, put up more lightening arrestors and trimming trees. Residents will be notified through ads in the paper, social media and mail. 

 

ZONING REQUESTS 

Councilman Mike Dellos told the council about a discussion with Chad and Parker Yost regarding the former Wyoming Gas building. The Yosts would like to make the main building into apartments and the garage into studio AirBnBs. The P&Z committee met with the Yosts to discuss if a zoning variance was needed. 

Carl Olson, who also sits on the P&Z board, was at the P&Z meeting as well as this council meeting. He noted that the committee had questions about the verbiage in P&Z guidelines. There is also a portion that says the committee must come before the council to verify and clarify. 

Further discussion ensued and a motion was made to allow the Yosts to move forward with their project with no variance required. 

Wyo-Gains asked P&Z about subdividing its lot. There is no sewer on the property, so they decided not to subdivide it. 

Building permits were approved for a wire fence on North Eighth for Devine and privacy fence for Brown on South Fourth. A storage shed was approved for the Dahlke property on South Third Street. 

 

DEPARTMENT REPORTS 

Town foreman Tony Harrison gave the public works/water month summary report. He noted that the town had received a letter from Wyoming DEQ Mining Division. The letter stated that the annual report for the mining permit had not been filed for years. The division will do a site visit in the future. Later in the meeting the council discussed releasing the mining permit. They decided additional information was needed before voting either way. 

The Wyoming Local Government Liability Pool recommended the town remove the merry-go-round at South Park. Harrison added the crew has added pea gravel under the slides. There are plans to add pea gravel and/or mulch under the swings. 

Town Administrator Deaun Tigner provided the administrative summary report. She said the annual town audit had been the previous week. It lasted three days. She believes it went well. 

She has also been providing information to USDA Rural Development for a grant. Everything has been turned in including the grant application. 

Included in her report was dog/cat/chicken license stats, court report, building permits, payroll, loans/grants and a breakdown of work with the various town departments. 

Sgt. Scott Drewry presented the Basin Police Department report. It was a busy month due to the fair, the parade and street dance. He feels all went well. The department did an active shooter training with the school. It was all day and it went great, he said.

 

OTHER BUSINESS 

• Councilwoman Linda Weeks will attend the Wyoming Association of Municipality conference in Thermopolis. 

• A 24-hour alcoholic beverage permit was reviewed and approved. The permit is for Lisa’s Western Cuisine to serve during a Sip and Shop event at the community center.   

• Town Attorney Kent Richins informed the council that the following Monday there is a hearing to dismiss two cases. Grose vs. the Town of Basin and Grose vs Olmstead. 

• Special permit request from the school to hold a homecoming parade on Oct. 2 was approved. 

• Mayor Duncan informed the public that most of the committee reports would be done at the council’s second meeting of the month. 

• A resolution to vacate a portion of F Street was approved. Hopkin voted against the resolution.
