Subdivisions reviewed and approved at County Commissioners meeting
Stephanie May and Angela Aschenbrenner presented three final subdivision plans at the July 7, Big Horn County Commissioner meeting. The commissioners reviewed the Alpenglow Acres/Thomas Loewen subdivision just outside of Greybull first.
Another subdivision approved was Black Hills Phase 2/Doug Zook off U.S. Highway 14 A. The final subdivision approved was Cheri Hoffman on Lane 12.
May told the commissioner that on the north end of the county, a realtor has listed lots for sale in three subdivisions. Said subdivisions have not been approved as simple subdivisions. This is the second time this realtor has done this. She emphasized that this is not legal. In a few cases, the realtor has tried to sell lots before the request to subdivide went to the Planning and Zoning Committee. She contacted the realtor herself on the first time and again now. The signs have remained up despite her notifying him they should not be up.
May noted that there were a lot of simple subdivision requests coming through the office as well as exempt land divisions.
Commissioner Neves asked County Engineer Willie Bridges about speed limit signs on Road 38. Bridges said traffic counters were put on the road. He will be reviewing the data. Neves noted that some of the concerns would have to be addressed by the town of Burlington as a portion of the road is within town limits.
Neves also explained that he had an email from a resident concerned about pivot sprinklers hitting Rairden Lane. Bridges said he would work with Shannan Hovey from Road/Bridge to notify the landowner to make adjustments, so the water is not on the road.
Bridges brought to the commissioners two right-of-way permits. One was by the cemetery in Cowley. He recommended approval.
The second permit was a water line access in the county right of way off Lane 32 1/2. The county had requested a letter from the adjoining landowner that verified they denied an easement through their property for the water line. The letter was received. The county approved the request with the caveat that the easement document assigned to that parcel of land noted that the easement will always go with the property. This will ensure that whoever purchases the land with said easement understands they are responsible for the waterline.
Bridges gave an update on the county gravel crushing project. He also explained that the contractor on the Leavitt Reservoir is ready to start repairs on Beaver Creek Road.
AIRPORTS
Airport manager Paul Thur said he and the airport board are working on minimum standards. The board will also be addressing adjustments to the hanger lot lease rate.
Thur gave his calculation of what the Airport Maintenance Fund balance will be in May 2027. The funds include plane auction proceeds, rent, and sale of C-119. Expenses for the lounge infrastructure. His calculation was between $110,000-$112,000 will be available for the county match on the taxiway and runway rehab projects.

OTHER BUSINESS
• An executive session was called to discuss personnel for land planning.
• County Maintenance Supervisor Jeremy Pouska gave his department update.
• The commissioners meet with Judge Ed Luhn, Judge Bobbi Overfield, County Attorney Marcia Bean, District Court Clerk Serena Lipp, Clerk Lori Smallwood, Circuit Court Clerk Starla Gesch, Pouska, County Emergency Coordinator LaRae Dobbs, Sherriff Jason Beal and Elisa Butler-State Court Administrator. The topic was the Lovell Annex Courtroom. The county will pursue a grant opportunity to address the issues and concerns.
