Commissioners discuss moving civil war cannons

John Bubla from American Legion Post 29 asked the commission at their October 6 meeting if there had been any movement on moving the cannons. He had approached the commission earlier about moving the cannons from in front of the library to in front of the courthouse.  He offered to pay for a three-sided enclosed shelter for them if the county could fund the concrete for the pads. The cannons are deteriorating from exposure to the elements.

Commission Chair Deb Craft said she had reached out to Hunt Construction at one point to get an idea of the cost.  She would reach out again so at least the county had a number to work with.

The discussion continued and concluded that nothing could be done this year; perhaps money can be raised privately to fund the project.

ROAD AND BRIDGE

Road and Bridge supervisors Shannan Hovey and Eric Mann came before the commission to give department updates.

Southend Supervisor Hovey said his crew was done mowing for the season; they are blading roads and replacing/cleaning cattleguards.

He added that he did a site visit to a private gravel pit. The commission discussed the possibility of an agreement with the owner to use the pit. A person approached Hovey about working parttime for the county. The person previously worked for and retired from the county.

Eric Mann said the north end crew has also completed mowing. They are working on building up Road 20.  They installed two culverts as well. They did an asphalt patch on the landfill road.

Commissioner Bruce Jolley discussed that he had received a call from a staffer from Kinder Morgan. They have a pipeline that runs through this county. There is concern that when the county digs, they don’t get locates from Kinder Morgan.

Mann and Hovey said they have never heard of that company nor seen any signs in the county. Also, that when they need locates, they contact One Call. A meeting was set up with Kinder Morgan on October 20 before the regular commissioner meeting.

OTHER BUSINESS

An executive session was requested from maintenance supervisor Jeremy Pouska to discuss personnel.

An executive session was held during the Airport portion of the meeting. The session was held for contract negotiations. The commission returned to the regular meeting and a motion was made.  Jolley moved to reject all bids on the Russell Hanger/FBO RFP and open the RFP up again for a January deadline.  The motion was seconded and carried.

Sabrina Burke, program director of the Northern Wyoming Treatment Court presented the Opioid Settlement Funding report.

Land planner Stephanie May gave her department report. She noted they are still having issues with a landowner in Manderson.
